It is often argued that clean water is a fundamental human right, and therefore households should not have to pay for it. While I strongly agree that access to safe water must be guaranteed for everyone, I do not believe it should always be entirely free of charge.

On the one hand, there is no doubt that clean water is essential for life and health. Without it, people are at risk of serious diseases such as cholera or dysentery. In poorer countries, families who cannot afford to buy bottled or treated water often rely on unsafe sources, which leads to high mortality rates. For this reason, governments should ensure that every household has access to at least a basic supply of clean water, regardless of their income. This would promote social equality and protect public health.

On the other hand, providing unlimited water free of charge is not realistic. Water treatment, storage, and distribution all require large amounts of investment and maintenance. If households paid nothing, the financial burden would fall entirely on governments, which might lead to waste or poor management. Furthermore, when something is completely free, people often take it for granted. For example, in some countries where water is subsidised, residents tend to use excessive amounts for washing cars or watering gardens, which is not sustainable. A small fee could encourage more responsible consumption.

In my opinion, the best solution is a mixed approach: governments should guarantee a certain amount of free water for every household each month, enough to cover basic needs such as drinking, cooking, and hygiene. Beyond that level, families should pay a reasonable price based on how much they use. This way, access to clean water is treated as a right, but at the same time people are motivated to use it wisely. (300 words)
